The socio-economic impact of the shortfall in water infrastructure and supply is already severe, and most likely to increase as exacerbated by the effects of climate change. The government has to move beyond the approach of conscientising water users to value water, and disciplining them by imposing above inflation water tariffs which continue to exclude the poor from accessing this most basic need.
